ABSTRACT

Introduction: Making the case for investing in preventative public health by illustrating not only the health impact but the social, economic and environmental value of Public Health Institutes is imperative. This is captured by the concept of Social Value, which when measured, demonstrates the combined intersectoral value of public health. There is currently insufficient research and evidence to show the social value of Public Health Institutes and their work across the life course, population groups and settings, in order to make the case for more investment. Methods: During July 2021, a quantitative online self-administered questionnaire was conducted across international networks. Semi-structured interviews were also carried out with nine representatives to gain a deeper understanding. A thematic analysis was undertaken on the data collected. Results: In total, 82.3% (n = 14) were aware of the terminology of social value and 58.8% (n = 10) were aware of the economic method of Social Return on Investment. However, only two Institutes reported capturing social and community impacts within their economic analysis and only 41.2% (n = 7) currently capture or measure the social value of their actions. Interviews and survey responses indicate a lack of resources, skills and buy-in from political powers. Finally, 76.5% (n = 12) wanted to do more to understand and measure wider outcomes and impact of their actions. It was noted this can be achieved through enhancing political will, developing a community of best practice and tools. Conclusion: This research can inform future work to understand how to measure the holistic social value of Public Health Institutes, in order to strengthen institutional capacity and impact, as well as to achieve a more equitable society, and a more sustainable health system and economy, making the case for investing in public health, as we recover from COVID-19.

ABSTRACT

The COVID-19 pandemic contributed to longer waiting lists for people seeking to access mental health services. The NHS Five Year Forward View encourages the development of empowerment-based social prescribing interventions to supplement existing mental health programmes. Based in South Wales, EmotionMind Dynamic (EMD) is a lifestyle coaching programme that supports individuals suffering from anxiety or depression. In this evaluation of lifestyle coaching, a mixed-method social return on investment (SROI) methodology was used to value quantitative and qualitative data from face-to-face and online participants. Data collection took place between June 2021 and January 2022. Participants included both self-referred clients and those referred from health services. Mental wellbeing data were collected at baseline and at the end of the programme using the short Warwick-Edinburgh Mental Wellbeing Scale (SWEMWBS) and the General Self-Efficacy Scale (GSES). Baseline and follow-up data were available for 15 face-to-face participants and 17 online clients. Wellbeing valuation quantified and valued outcomes from participants. Results indicated that for every GBP 1 invested, lifestyle coaching generated social values ranging from GBP 4.12-GBP 7.08 for face-to-face clients compared with GBP 2.37-GBP 3.35 for online participants. Overall, lifestyle coaching generated positive social value ratios for both face-to-face and online clients.

ABSTRACT

One of the most significant challenges in rebuilding Europe after COVID-19 is stimulating the marginalised, rural areas of the European Union (EU). Amid a social distancing environment, it is quite important to re-evaluate policy instruments that have recorded successes in rural development with an emphasis on the infrastructure of local dialogue;the Liaisons Entre Actions de Developpement de l'Economie Rurale (LEADER) has been such a programme. The current article introduces a qualitatively-integrated Social Return on Investment tool to evaluate the social added value of LEADER. The evaluation method was applied on the rural island of Lesvos in Greece. The evaluation results indicated that LEADER becomes a worthwhile investment when a wide range of its social outflows are taken into account. Additionally, in order to enhance its social value, a level of maturity and a solid economic basis must be first achieved. In this context, continuous monitoring and evaluation become crucial. © 2022 Elsevier Ltd

ABSTRACT

Access to the Internet is necessary to ensure equity for the right to education. However, about 75% of school-age children in rural areas of the world do not have access to the Internet at home. In the Ecuadorian context, only 5.1% of the rural population uses the Internet in public/state schools. Therefore, actions are necessary to reduce the digital gap to improve the quality of education in rural communities in Ecuador. An initiative of IEEE Ecuador, with the support of IEEE SIGHT and the Municipality of Nabón, allowed the rehabilitation of a data network in 40 schools in the Nabón community in 2020. This paper examines the impact of the project, through of the collection of quantitative and qualitative data through stakeholder surveys, to evaluate the impact of data network rehabilitation in the community during the first year of operation. The results show that the Internet in schools has improved the quality of education for students, has allowed children and young people to have access to online education during the COVID-19 pandemic, and has decreased the dropout rate in the benefited schools. The Internet service in schools has also allowed families to save money and entertain themselves. The paper also reports on the evaluation of the social impact of the project, through a Social Return On Investment (SROI) analysis. © 2021 IEEE.
